After combine everything together, it will look like this

Step 9 - Insert star to form word
Create a same star by pressing the star, hold it and press Alt button. It will create a copy of selected layer

Step 9 - Add stars to form words
Use Rectangular  Marquee Tool to select the image

Use Magic Wand Tool to cut the star shape out

Step 7 - Insert Text
To insert text, fort select T and  Horizontal Type Tool

Choose your preffered color for your text.

Lastly, go to styles to create effect on the text. Choose Double Ring Glow.

Step 6

Step 6 - Insert MMU logo into the edited background
First, select Rectangular Marquee Tool and click it on the picture

Next, select Magic Wand Tool and click it inside the box which we have created jus now. It will automatically cut the shape that we want.

*Drag it to the previous layer
*Select styles and Double Ring Glow  to make the work glow 

Lastly, decorate it with stars beside it

Step 5

Step 5 is to edit the background
First, use Rectangular Marquee Tool to select on the image

After select on the background, go to Filter to choose which type of choice you want to edit.
For me, i chose Blur and then Radial Blur.

After that, adjust the amount to 10 , blur method will be Zoom and quality is Best.

Step 1 - Step 4

Step 1 - Select background picture
Go to file, open and select a picture to open

Step 2 - Create New layer
Then go create File, New and select the present to international paper
Choose A4 size

Step 3 - Pull the background to the new preset layer

Step 4 - Resize the image
Press Ctrl-T on the background and adjust the picture to A4 size
